The average surface water availability of Cixi city is about 2.64×108m3. Water consumption has been grown by 2002, the existing utilization of water resources can be maintained to 2010.After 2010, the ecological water deficit will occurre. With economic development and improvement of living standards, Cixi water ecological footprint is rising. Water resources becomes a major constraint factor of economic development in Cixi. Cixi is the object of this paper. In view of the analysis of society, economic and environment, system dynamics model of ecological footprint of water resources is established. Its purpose is to provide a scientific basis for the sustainable development of water resources in Cixi.Firstly, based on the investigation of water resources of Cixi city and basic theory of water resources management and ecological footprint,the paper uses Vensim, a System dynamics software, to establish water resources system dynamics model with the core of water footprint.Secondly, water supply, water ecological footprint and ecological carrying capacity of water resources are simulated according to four supposed scenarios. Based on the analysis of ecological footprint of water resources, water resources carrying capacity, ecological deficit of water resources, water resources and ecological surplus from 2002 to 2020, ecological deficit and ecological surplus are used to compare simulation of various scenarios.Thirdly, using ecologically sustainable development index of water resources to optimize every scenario, the result shows the maximum value of ecological sustainable development index is scenario 4. When measures of water-saving are adopted under this scenario, waste of water resources is less than other scenarios. This could reduce the ecological footprint of water resources. At the same time, the outside water transfer and desalination should be increased when water capacity is inadequate. So that the ecological sustainability of water resources will be increased. According to the simulation, surface water resources management of ecologically sustainable development program of Cixi city is proposed. This system model is used to optimize the allocation of Cixi water ecosystem.Finally, operable and specific measures and advice have been put forward according to the simulation scenarios including the rational use of water resources development, water resources protection and water use efficiency improvement three aspects.
