In the 5.12 Wenchuan earthquake, a large number of s primary and secondary school construction have been destroyed in the affected areas, resulting in painful injuries and bringing serious consideration to engineers.With the statistical analysis of damaging buildings, the article discovered the damage to the primary and secondary school construction appears the overall collapse , partial collapse and component damage and so on which are not permitted in the code. Research on the unreasonable destruction of the buildings will be valuable and necessary. After much data collection and theoretical analysis to the damaged frames, the article found the destruction to the frame structure very complex but can be summarized as five kinds of problems, including building design is unreasonable, not to achieve "strong column-weak beam" mechanism, lack of ductility, mutations of stiffness and construction quality .It is worth for us to give theoretical analysis and improvement to comparative analysis of seismic performance of plan programs of primary and secondary school constructions and how to ensure that the RC frame can achieve "strong column- weak beam" mechanism to earthquake damage. The article uses the analysis of computer models to offer several kinds of plan programs which are suitable for primary and secondary school construction,and compare the performance-based seismic design with design under current code on seismic ability and economic, the article suggest the performance-based seismic design is more suitable for primary and secondary school construction. The article review typical earthquake damages of RC frames in the Wenchuan earthquake with some brief analyses and gives some important considerations to how to achieve "strong column-weak beam" mechanism on concept.
