Deteriorating raw water has brought increasing pressure on water security. This paper relies on the State"Water Project"—Pearl River downstream drinking water security technology integration and comprehensive demonstration, which combined with Shenzhen A water plant to study Early-warning emergency measures of the plant if raw water suddenly change.By analyzing the conventional water quality indicators, we choose turbidity, CODMn and ammonia as the endogenous mutation pollutants. For the sudden mutation pollutants, we select phenol and hexavalent chromium as the study object.The combination of PAC and Polyacrylamide can remove more than 99% turbidity pollutants; The combination of PAC and Activated carbon can handle the largest concentration of CODMn which is 11mg/L when we use 40mg/L activated carbon, and the removal rate reaches 57.2%. The combination of PAC and Zeolite can handle the largest concentration of ammonia which is 3mg/L when we use 6g/L zeolite, and the remove rate is 97.6%.The emergency of phenol should be the combination of potassium permanganate, activated carbon and PAC. It can handle the maximum phenol concentration of 0.05mg/L (exceeding 25 times) when the dosage of Potassium permanganate is 2mg/L, the dosage of powdered activated carbon is 60mg/L and the dosage of PAC 2mg/L. when hexavalent chromium concentration of the raw water changes between 0.1mg/L and 2.0mg/L, we use 4 to 18mg/L of FeSO4 can make the effluent water meet drinking water requirements, which is 0.05mg/L.
