As the most important grain production base in China, Heilongjiang Province shoulders the important mission of guaranteeing Chinese food security. The agricultural water in Heilongjiang Province has accounted for almost 80% of the total water consumption in the province. Taking 2012 as an example, the total water consumption in Heilongjiang Province is approximate 36 billion m3, where agricultural water accounts for 78.6% of the total water consumption in the province. However, as the construction of surface water resources for agricultural irrigation is insufficient, agricultural irrigation is carried out by using mass underground water. Underground water accounts for approximate 48.4% of the agricultural water for irrigation in the province, and accounts for almost 40% of the total water consumption in the province. Therefore, reasonably confirming the underground water level and exploitation quantity by means of scientific evaluation on the underground water in well irrigation area to avoid the problems such as land subsidence and deterioration of water quality, etc. due to disorder explosion of underground water is of great importance to comprehensively putting in place the most rigorous water resource management system and to guaranteeing ecological security and sustainable development of economy and society in Heilongjiang Province as well as national food security.Based on the status quo of underwater resource development and utilization in Heilongjiang Province, this paper takes Heping irrigation area in Qing’an County, Heilongjiang Province, an area which is located in the intersection belt of Songnen Plain and Lesser Khingan Mountains and which is provided with typical resources and data as an example. The paper researches and proposes the types, principles and factors to be considered for dividing the controlled key water level management subareas of underground water in this irrigation area as well as the methods for determining the key water levels. It also formulates total quantity control factors, controlled water level and implementation suggestions for the underground water development in this area according to the specific conditions of Heping irrigation area, which gathers experience for formulating management measures or management methods for total quantity control and controlled water level for the underground water development in the irrigation areas in Heilongjiang Province.
