Base on analysis of water resource in whole nation and Huanghuaihai plain of China, the cultivating techniques of water-saving and high-yielding in winter wheat that had been acquire at Wuqiao Experiment Station of China Agricultural University are evaluated on its economic benefit and social benefit and ecological benefit. Founding a production function model and carrying through cost-benefit analysis are the main adopted analysis means. By analyzing experimental data and survey data and statistics data, the main results are as follows:First, winter wheat is main crop in Wuqiao county which grows in the drought season with little rainfall. And it is important for sustainable development of agriculture in Wuqiao county to practise the cultivating techniques of water-saving and high-yielding in winter wheat. The precipitation in this period can't assure the water demand for winter wheat growing and irrigation is needed. On the other hand, the shortage of groundwater resource can't assure that the farmland is irrigated in effect. Therefore, it is necessary to carry out the research of cultivating techniques of water-saving and high-yielding in winter wheat for Wuqiao county.Second, from the view of principle, spreading speed, fanner survey statistics data, the cultivating techniques of water-saving and high-yielding in winter wheat is adapted to the nature condition of Wuqiao county.Third, after analyzing of economic benefit, following conclusions are achieved :(1) under the condition of experiment field, it is high effective pattern that the one-irrigation or two-irrigations are carried out in spring for winter wheat. In the practice, however, two-irrigation pattern in spring is more popular. (2) Adopting the cultivating techniques of water-saving and high-yielding in winter wheat production, a lot of water resource can be saved and plentiful of manpower and electric power can be economized, which can reduced production cost and opportunity cost. (3) Farmers who had adopted two-irrigation pattern in spring realize the coupling of water and fertilization. (4) Educated degree of farmer is not relative to adopting the cultivating techniques of water-saving and high-yielding in winter wheat, which show that this techniques are simple and easy to be accepted and spread. (5) In many varieties of winter wheat, 95021, Jimai38 and Lankao906-4 are better.Fourth, the cultivating techniques of water-saving and high-yielding in winter wheat can come into being better economic benefit. At the same time, they can take on better ecological benefit and social benefit.In addition, there are still some problems to discuss in practice using the cultivating techniques of water-saving and high-yielding in winter wheat. (1) The no-irrigation pattern in spring can be regarded as a store pattern for future and for water shortage area and one-irrigation or two-irrigations as a main spreading pattern. Winter wheat varieties that have better economic benefit can be used as matching varieties of the cultivating techniques of water-saving and high-yielding in winter wheat. (2) It should be reinforced spreading agricultural measure matching with the cultivating techniques of water-saving and high-yielding in winter wheat. (3)The reasonable water price system should be leaded and established.
