This thesis is based upon an actual project "Beijing Water & Soil Conservation and Entironment Management Information System". This thesis applies the 3S technology in the actual work of water & soil conservation and the management of entironment and develops a management information system which integrates functions of information browsing,search,spatial analyses,forecast and aided decision-making support,advancing the modernization level of Beijing water & soil conservation and entironment protecting work.In detail,this thesis mainly includes the following content.This thesis studies the theory and method of RS(Remote Sensing),GIS (Geographical Information System) and GPS (Global Point System),integrates them into 3S technology and applies it in the MIS(management information system).The MIS is secondly developed on the basis of a GIS soft,ArcView3.2.In the system,database about water & soil conservation information of each district of Beijing area and graphics & images database are developed,and relative computing model,general father-layout model and decision-making model are developed and integrated with corresponding database.This thesis also secondly develops the graphics & images module on the basis of ArcView3.2.This module not only can inquire,browse,search in the graphics & images database,but also can import and manage graphics & images in recognized types,link to database and inquire corresponding table.In the module of the computing model,soil erosion fast investing model is developed. A general survey is taken on Miyun county of Beijing,and materials including RS data,soil erosion and vegetation are collected. This thesis studies the natural and social factors which affect soil erosion and the method of assessing soil erosion and takes a fast investigation on soil erosion grade of thestudy area using three factors of vegetation,slope and land use type. At the same time,this thesis study the theory and method of getting vegetation information from RS data and factors which affect vegetation. Fast investigation on the vegetation of the study area is taken using several factors including RS data,land use and terrain information. A linear fit modal and ANN(artificial neural network)modal are used in the computing. In the end, the results of the modals are compared with the result of the field investigation to assess the performance of the modals.In developing the computing modal,this thesis studies the ArcGrid C++ library which is a product of the ESRI and develops the soil erosion fast investigation modal using Visual C++ 6.0 and this library. At the same time,thesis studies the theory and method of BP-ANN and applies the ANN toolbox of Matlab into the fast computing of the vegetation distribution.At the end of this thesis,some suggestion is given in the improvement and upgrading of the MIS.
