Drought is one of the most harmful natural disaters to human being. Because of the monsoon climate, precipitation in China distributes unevenly, hence drought problem more prominent. Drought has been the most important factor that restrains regional economic development.Though some progress has been made about drought research and application, there are still more problems to be solved and further lucubrated. Based on comprehensive review and summarization of the course of drought research achievements home and abroad, the author has done further study in the following aspects:About image, research has been done through image processing, parameter obtaining, the methods of checking cloud and water. On cloud eliminating, mid -infrared bands' characters are fully considered and the temperature difference between mid -infrared and thermal infrared bands is applied to determine whether cloud exists or not. On water eliminating, NDWI, in the author's opinion, is a better method.This research integrates some mature remote sensing monitoring models and adopts a new mode-- double models of soil water monitoring. Using vegetation index threshold to complete droughtmonitoring in different land coverage at the same time and get the optimal water reversing result.About drought index, soil moisture index is adopted. Crop and geo-science factors are considered completing drought evaluation model which is more accord with fact.In this research, COMGIS technique is used to complete system integration. This system has the characteristics of friendly interface, parameter setting simple for users, easy operating, complete function and strong expansibility, etc.
