Study On Strategy Of Reform And Development For Agricultural Research Institutes At Municipal Level In Guangxi Zhuang Autonomous Region

As rapid development of agriculture and rural economic in Guangxi, especially with the reform of agricultural science and technology system in the region increasingly and deeply, the historic transform has occurred in terms of the external condition, forced by establishment and improvement of socialistic marketing economic system. All of these changes make the agricultural reseach institutes at municipal level face great challenge in their structure and function. In new conditions, agricultural reseach institutes at municipal level in Guangxi should clearly know the problems in their further reform and development, and seek corresponding strategis, which have become imperative for resolving the problems existed.Linking to the responsibility for the management of agricultural reseach institutes at municipal level, three categories of the institutes with high, medium and low developmental levels has been selected in the study. The study focused on the investigation on technological research and service capacity of the institues, personnel age structure firstly. By referring the status of the reform of agricultural reseach institutes at municipal level in whole country and by using qualitative and quantitative research mean as well as methods of status analysis combining with trend research, the survey found that agricultural reseach institutes at municipal levels in Guangxi was faced with a series of problems such as indefinite research purposes, lack of the researchfinancial resources, age gaps of research personnel, tranditional research methods, and so on. These problems are caused by their lacking of adaptiveness to the requirements of socialistic marketing development. Therefore, the agricultural reseach institutes at municipal level in Guangxi should search for a new mechanism for promoting the institutes in a new reform and development process, which should be suited to the rules of agricultural science and technology development itself as well as operation of marketing economic system, facilitating the effective combination of agricultural technology with economy. The further reform of institutional setting in agricultural science and technology and innovation to provide them new development opportunities would be served as the preconditions.According to the different situations of 13 agricultural reseach institutes at municipal level in Guangxi and further orientation of reform and development, five optional strategies have been recommended, which would be helpful to sift the current operation patterns with dominated by planning economic system to marketing and needs of farmers, agriculture and rural economy oriended mechanism as smooth as possible. Therefore, it is necessary to emphasis on their own characteristics by avoiding their weaknesses. The new management system should be established under their new development directions to be suited to the requirements of agricultural modernization. The qualification and structure of reseach personnel should be improved under the consideration of technology markets and efficiency. All of these measures should facilitate transfer of agricultural technology into real productivity with more financial inputs from different resources. The seed industry in the region would be a new growth point in the reform as the local seed resources would play a important role.
