With the developing of economy, The requirement of electrical energy is more and more expand, but the amount of it from thermal power account for 80% of total power amount. Up to 2000 ,the quantity of fly coal ash from thermal power plant had reached about 600,000,000t, which flies and spreads when it is transported and piled up , affects the farmland and vegetation. For the farmland surrounding ash field example, the content of fly coal ash which affects environment of soil and plants is several times higher than others. Shanxi province as a major energy province in China, How to diminish the influence of fly coal ash for environment and make comprehensive use of it is a important environment problem of thermal power system. So far, The study of effect, which from fly coal ash for the feature, fertility, environment of soil and the yield and quality of plant ,is comprehensive, But The study of that for soil and water erosion is few .This paper studied the effect of fly coal ash to soil and water loss of tillage loess soil ,used the method of the simulating rainfall indoor, in the word of infiltration , producing runoff and sediment, in order to provide scientific basis on soil and water provision for agricultural use of fly coal ash in the loess area. The result shown ,(1)fly coal ash could strengthen the infiltration of soil, Which embodied on increasing of the average infiltration rate (When the content of fly coal ash increased form 0% to 10%, the extent of increasing average infiltration rate was more than 95%, especially between 7.5% and 10% of the content of fly coal ash)and the accumulative and average depth of infiltration. (2 ) Fly coal ash could reduce the total runoff and put off the time of producing runoff. The content of fly coal ash increased form 0% to 10%, the total runoff decreased 55-100%, the time of producing runoff put off 1.8-2.3 times. (3) Fly coal ash could decrease the total sediment. This decreasing is obviously ( 70-80% ) when rainfall intensity is 0.79mm/min .Therefore, in the word of water and soil loss controlling, fly coal ash could decrease soil and water loss for it strengthens infiltration of soil in some aspects when it spread into soil through plough. Writer suggest, fly coal ash can be tried to apply into farmland to strengthen infiltration, for decreasing soil and water loss and making wise use of it.
