The well irrigated areas in the North China are mainly lied in the midstream and downstream of the river or semi-moist plain area. In the history, the water resources is abundant and easily developed in these area. Because of the transformation of the climate, the construction of the reservoir and the increasing consumption of water in industry and agriculture, the surface water resources are reduced year by year at the same time, the exploration of the ground water is increasing . Agriculture which is a great consumption of water, with the reduction of the surface water that can be utilized, is more and more dependent on the groundwater. As a result ,the area of well irrigation increases every year. The surface water, precipitation and undercurrent are main to the groundwater in well irrigated area while in plain area surface water and rainfall are main replenishment. When replenishment is insufficient, with the development of industry and agriculture, groundwater exploiting amount increases constantly, the water table will tend to decline and the groundwater funnel will expand constantly, It will influence the economic development of industry and agriculture and bring about a series of environmental problems and social concerns. Thus, it is the important to study how to develop and utilize groundwater resources reasonably in well-irrigated area.Taking the example of the well-irrigated area in the city of Sanhe in Hebei province, the test has analyzed the current situation of groundwater resources in Sanhe, set up models and put forward reasonable mining method which offer certain scientific basis to the sustainable development of groundwater resources. The contents of thesis are as follows:1. The methods and development of water resources appraise both in abroad and domestic are summarized. The contents of this text are proposed aiming at the problem in Sanhe.2. Establish model of groundwater in the irrigated area by adopting advanced groundwater simulation software Visual MODFLOW in order to predict thegroundwater water level change under different hydrologic condition . It is indicated that the groundwater is in constant decline in Sanhe City.3.At last, with the thought of establishing water saving agriculture, the thesis points out the water resource crisis can be alleviated by optimizing the farming pattern, adjusting agricultural water consumption.
