Baoding Plain is an important grain production base in our province, the supply and demand of water resources has become a limiting factor to high grain production in grain yield. Under the background of reduction of rainfall and crop water consumption increases, it is very important to study how to use limited water resources to produce more food and meet the demand of food.The water-saving irrigation test of winter wheat was carried out in Wangdu in order to study and determine the relationship between winter wheat and water consumption. In this experiment, design the test by control irrigation offline of winter wheat. Plant height, leaf area index and yield of growth and development of winter wheat have been recorded, and analyzed the different irrigation treatments on these factors. The water consumption of winter wheat is calculated by using water balance equation and the water requirement of winter wheat is analyzed. On the basis of calculation of the referenced crop evapotranspiration by using Penman (Penman-Monteith), the crop coefficient of winter wheat is estimated. In addition, the paper also considers several factors of crop water requirement, such as sunshine hours, average temperature, rainfall etc, The whole growth period water demand model are established based on the data of test station, then using BP network model to forecast water requirement of winter wheat, the forecasted results and experimental results are basically identical. Therefore, Under known conditions in the meteorological data of winter wheat, the water requirement of winter wheat is forecasted in order to ,in advance, predict how to meet the wheat production levels in the future under the condition of water resources now.In this paper, based on water consumption and yield data of the test under different irrigation treatments of winter wheat, the appropriate sensitivity index are determined and tested by the use of Jensen model, Blank model, Minhas model, and Stewart model. Then the water production function model for this local is selected. Finally, the results show that the Jensen model is the best for wheat water production function model in Heibei.One of the most basic uses of water production function is to determine optimal irrigation system. In this paper, Jensen's crop water production function model is considered as the objective function and the available water and soil moisture is regarded as constraints, so the calculation is optimized. The irrigation system of the highest output and saving water is obtained also. Finally, water-saving technology and management models are discussed from water-saving engineering measures, water-saving agronomic measures and water-saving management measures of the three aspects of Baoding.
