In recent decades, many areas of our country have happened different degrees of drought or droughts, its impact and loss are more and more year by year. Not only for agricultural yields, drought food shortage, and also a direct impact on land resources, such as water resources and ecological environment is the destruction of continuity, which seriously restrict the sustainable development of our country. And our country in this prediction relies mainly on the traditional technology and experience, predict accuracy, low quality of ecological environment and crop yield also creates certain effect. Therefore, use all sorts of agricultural information technology, and gradually establish a perfect agricultural disaster forecasting system is imperative. Therefore, effectively prevent and reduce the occurrence of drought disasters in China is one of the important topics in and around the world.Before comprehensive understanding of the drought disasters in nature, causes and disciplinarian under the premise of such as, this article first introduces the agricultural drought index, the agriculture information technology development, expert system and the application of GPS technology in agriculture, through the design of the whole system, database design, data fusion technology and related calculation method, etc, in order to crop drought forecast for research target, rely on information technology and information management system, combining drought information collection technology, GPS technology, information technology means, to reflect the area of agricultural production environment drought conditions and the development trend of drought disaster.This research mainly is the application of TD terminal and the corresponding sensors to collect data, including air temperature and humidity, soil temperature and humidity etc data; The collected the data again by TD module through TD-SCDMA technology transfer to superior machine; Application PC monitoring system for data analysis, decision making, monitor system mainly developing software environment for Microsoft Visual Studio 2008, database management system USES SQL Server 2005, data analysis data fusion technology application analysis method; Finally the analysis results through TD-SCDMA transmission technology is sent to farmers phone or web site.Through these studies, get the following conclusions: (1) This study make full use of database technology, to a lot of monitoring data, basic data as well as the meteorological data storage, be helpful for data classification centralized management.(2) This study through the TD-SCDMA technology for wireless communication, broke the limited by time and space, and the application of computer network technology, users can be done anywhere and anytime agricultural drought disaster in consultation and prediction.(3) To achieve data fusion technology, fuzzy logic algorithm, wireless transmission technology, database technology and network technology integration, and improve the system data sharing.(4) The leading system has technology.
