Greenhouse cucumbers are prone to suffer chilling damage and cucumber downy mildew, therefore the chilling damage insurance for greenhouse cucumber plays a key role in providing the service of early warning and insurance for the production of cucumber, and reducing the impact of cold damage. Taking the instance of the second generation solar greenhouse with energy saving in Tianjin, and the research of Decision-Support System for insurance of cucumber chilling damage System based on WEB GIS is carried out, focusing on the following two areas:(1) Construction of the model for the yield loss of chilling damage. The model was constructed by the data of greenhouses in Shengren village, Baodi District in the spring of 2008. With the theory of weather disaster risk assessment and weather index insurance, the chilling damage index for greenhouse cucumber was designed and created, while yield loss rate was calculated for one week window, using the yield data and the agrometeorological yield forecasting model. Incorporating the parameters of yield loss rate, the chilling damage index, and the meteorological factors, such as the minimum temperature, sunshine duration and so on, the model for the yield loss of chilling damage was created by multiple regression analysis. The model can help to study the quantified relationship between the chilling damage and the yield loss. This model owns a high fitness of 0.7, and the highest coefficient is up to 94.9% between the yield loss rate and the chilling damage index. The model was tested by the data from the greenhouse in Yonghe village, Dongli District, which was considered as good in the explanation of the relationship between the yield loss rate and the chilling damage.(2)The development of the Decision-Support System for insurance of cucumber chilling damage System based on WEB GIS. This system was designed combining the chilling damage yield loss model and the cucumber downy mildew model, which provided the early warning of cucumber chilling damage and downy mildew. Based on the meteorological data maintained by the climate center, the system could provide the results of definite yield loss for the users, and also the basis of the chilling damage claims for the insurance companies.The concept of index insurance for chilling damage was introduced to the production of greenhouse cucumber in this paper, which can reduce the cost of labor and operating cost of agricultural insurance, and improve the farmers'ability against nature risks. The model of the yield loss of chilling damage can provide the basis for insurance claims. In summary, the services of insurance and early warning for the production of greenhouse cucumbers could be provided by this system, which can guarantee the depression of agricultural meteorological disaster risks.
