Vegetation is the main body of the terrestrial biosphere. Net primary productivity (NPP) is the green plants per unit area per unit time by the total amount of organic matter produced by photosynthesis in autotrophic respiration after deducting the remaining part of the producers can be used for growth, development and reproduction of the energy value, reflecting the transformation of plant fixed and the efficiency of photosynthetic products, but also members of other organisms in ecosystems material basis for survival and reproduction. Grassland is a great contribution to natural resource, it provides the material for the existence of the western region and development of animal husbandry. Recently, grassland degradation and natural disasters have led to a dramatic decline in grassland ecosystems in the western region dwindling natural resources and the environment continued to deteriorate. The use and development of pasture of NPP for science resources improve and protect grassland.It is of great importance for us to guide the development of livestock production and the development of macro-economic development planning strategies and the production.In the past the net primary productivity of vegetation models are summarized into three categories, namely, the Statistical model, the Parameter model and the Process based model.The main purpose of this study is to calculate the theoretical stocking and to provide the basis for sustainable pasture by NPP. We use meteorological data and statistical model getting a most appropriate model and the data. At the same time, we use MODIS images which can up the time and space superiority date quickly to calculated theory pasture carrying capacity each month in 2009 Changji Hui Autonomous Prefecture. From the study, we found thornthwait suitable Changji Hui Autonomous Prefecture and the study area NPP range 85.98-542.18 g/(m~2.a), an average of 221.13 g/(m~2.a). The normal average NPP in 2009 show hump-type distribution, not only in the numerical disparities, but also show seasonal distribution of the gap.The actual number is 3.51 x10~6, beyond the 8.39x10~6, overload capacity of 66.71%. Overloading is widespread.Bearing capacity of the various regions is greatly different. Meanwhile, the main rate in all regions is in June and May. Overall, the theory of Changji Hui Autonomous Prefecture pasture carrying capacity is very high and imbalance. The fast and effective way to reduce the number of overload region is to increase the number of livestock or reverse and improve the quality of livestock.
