Since entering the 21 century, with the rapid development of E-commerce, shopping online and online mall, system integration in the loose and heterogeneous network environment became a demand in the market. Combined with XML technology and SOAP protocol, Web Services successfully solves the problems mentioned above. Web Services can provide specific and loosely coupled services through internet and local network, run in different platform and support the sharing between the different styles of programming. So, Web Services are called the third revolution in computer technology and used widely.Relying on the phaseâ…¡project of Hubei soil and water conservation monitoring and network information system, this dissertation designs three-tier construction based soil and water conservation information reporting system in the heterogeneous network environment. First, several distributed program architectures in phaseâ… project are discussed, their features, developing histories and disadvantages are stated separately. Then, the concept, developing history, feature, architecture, core technology and disadvantage of Web Service are analyzed. It is concluded that Web Services is superior to the several distributed technologies mentioned above by introducing thoroughly the architecture and workflow of Web Services'core technology XML, SOAP, WSDL, UDDI. At last, high cohesion, low coupling, easily extensible and re-used information system is designed by applying the Web Services technology and the problems of how to transmit messages easily and conveniently in the soil and water conservation information system are solved.
