| Implementation of measures of soil and water conservation has not only changed unreasonable way of land utilization, improved soil structure and soil water environment, reduced runoff, increased infiltration, but also promoted restoration of soil fertility and soil development to enable soil nutrient to cycle in positive way, which will lead to corresponding changes of soil resistance to fouling. In order to actualize the research of the changes of soil carbon pool, pedogenic reservoir and characteristic of soil structure in the vegetational process of forest and grassland after abandoned farmland, the main measures of soil and water conservation was selected by different vegetation belts (forest belt, forest prairie belt, the typical prairie belt) in the Loess Plateau and a integrated sequence of succession to rebuild lengthways the process of vegetational succession. Meanwhile, with method of replacing time by space, we studied the characteristics of function of measures of soil and water conservation which changed together with soil carbon poor, pedogenic reservoir and structure. Conclusions were as follows:(1) With implements of soil and water conservation measures, soil carbon pool increased with succession of vegetation and years of implementation of measures. By analysis of the content of stable organic carbon, it is implied that the capacity of accumulating soil carbon under the forest was the strongest, which has a vital significance to reduce CO2 concentration in atmosphere. Compared with restoration of natural forest vegetation and prairie vegetation, carbon reservation of artificial forest was liable to be destructed. Under such condition, measures of farmland were considered to abandon forest prairie, which will reduce anthropic disturbances and restore natural vegetation. The function of restoring soil carbon pool in terrace was depended on the man-made fertilizer. Therefore, it is very important to improve the environment of soil carbon pool.(2) Implementation of measures of soil and water conservation has a little influence on potential soil pondage. By estimating actual capacity of reserving soil water, the results indicated that restoration of forest vegetation significantly improve soil pondage.
