This article takes the ASTER remote sensing data as an object of the research region, after it carries on the remote sensing software adjustment and sampling disposal anew then supervise and classify, withdraws the region of cotton planting and calculate planting aero. It can make research of cotton output estimated model from the experience, the agronomy, the optics three different angles, then proposed design proposal of evaluating assets system. Exerting computer network technology on the .Net platform to implode cotton remote sensing assess system based on WebGIS, and it expounds which adapts to county(corps),the design and exploitation of agriculture geographic information systems which crossed platform that from function demand analysis, technical platform, function module composing ,database structure and so on, simultaneously completed the conformity of evaluated assets the system and the agriculture geographic information system. The system made the network technology, the remote sensing technology, the GIS technology, the crops balance fertilization technology combined organically, The system has carried on to the cotton production situation which comprehensively,fast,economically,objectively through the network. Using the picture processing function, the cotton sown area withdraw the computation function and the output estimation function to realize the sensing estimation of the cotton output. With checkout, the withdraw precision of cotton sown area achieved 86.3%, the precision of evaluated assets equally achieved 72.3%. Research results as follows:1.Completed the conformity of the evaluates assets system and the agriculture geographic information system, Continued to use the prevenient technology and make use of such as Ajax, Servlet the new technology and so on simultaneously, then solved the problem of page display and the server reasonable maximized use.2. After adjusts the remote sensing image using the maximum likelihood classifier to carry on the cotton sown area withdrawing and the computation, the precision achieves 86.3%.3. Studied and established three kind of cotton remote sensing evaluate assets models: The experience evaluates assets model, the agronomy evaluates assets model and optics evaluates assets model, and carried on the cotton output estimation examination, the precision respectively is: 80.73%, 69.16% and 67%.4. We have completed the system development of using WebGIS, Java, Ajax, XML, the Servlet technology on .NET the platform. The system construction based on the WebGIS cotton remote sensing not only to be advantageous to the instruction agricultural production, but also may satisfy this aspect information urgent demand of the government,the agricultural technique department, it has the vital significance to the entire Xinjiang agricultural economy macroscopically control and the scientific policy. In addition, this research also accumulate several mentalities and the experience for the system construction of the later big area crops remote sensing, it has provided the certain reference and the model value for the next correlation aspect research.
