The water is the most important material base condition of human survival and the production moves.The scarcity of water resources is already a global question. Our country is a water resources shortage,andagriculture is a big User,main consumption is for irrigation. Crop water requirement is the mainconstituent, its forecast is the key of irrigation program. It is not only the essential important material ofwater resources development,but also is the basis of program design for drainage area,the local waterconservation,as well as fills of project plan,the design,the management and the farmland fills.Therefore,forecast of crop water requirement and reasonably formulates crop irrigation program. It has theimportant practical significance for high-stable yield and water saving.This paper rests on the Hunpu irrigation area production need, analyses and compendiums eachforecast method. It uses Penman-Monteith to calculated day by day rice procreate period waterrequirement,analyses the relations between meteorological factors and them.lt uses the daily averagetemperature,sunshine hours,the air saturation deficiency,the wind speed as input vector,in the rice period ofduration the water demand took day after day the output vectors,day by day rice procreate period waterrequirement as output vector,establishs the water requirement forecast model,forecast the waterrequirement in 2003.It uses DPS software,analyses 44 years rainfall date of Rice procreate period of Shenyang Hunpuirrigation area,selects 75 percent drought year for the design typical year; Using VisualBasic6.0,established the rice irrigation program calculation procedure,has realized the friendlyman-machine interactive contact surface,greatly simplifies the jumbled procedure which the traditionalirrigation system calculated. It Has formulated the irrigation area irrigation system,to the next irrigationarea reasonable favorable water used resources,will carryon mixes the water to play the instruction role.Through building models,forecasting and mechanism research in the system,the paper not onlyprovides the forecasting models of rice requirement,but also carries on the formulation regarding theShenyang Hunpu irrigation area rice irrigation program. It will provide the scientific basis for the next localagriculture and the water resources sustainable development,has the important theory value and the realityinstruction significance,to the stable Hunpu irrigation area grain production,saves the ground waterresources,the promotion irrigation area economic development has the vital significance. Meanwhile,thisresearch pattern will supply other local references,also has the certain reference value to other irrigationarea formulation water used plans.
