With the enhancement of national economic strength, environmental protection hasalready been put forward into important agenda. Our country pay more and more attention toecological environment construction through water and soil conservation that can be regardedas a long-term business concerning national economy and social sustainable development.Especially in 2003, the starting of water and soil loss integrative control project in thenortheastern black earth area put forward higher requirements on modern management of waterand soil loss integrative control aimed at small catchment. The requirements were revealed inthat: analysis was developed into qualitative, quantitative and fixed-position analysis fromtraditional qualitative analysis; transited to mole-factors and mole-variables analysis fromsingle factor analysis; and static analysis was developed into dynamic research. The factorsinvolved were not only changeable, but also had a large amount. Obviously, it showed thattraditional method could not solve above-mentioned problems. In the past, the managementprocedure of water and soil conservation has been to "check achievement through listening toreporting, and check schedule through reading report forms" all the time, which can meetdifficultly meet the needs of modern management. Determine the control situation of smallcatchment in a certain region only through feeling and experience lacking certain scientificbasis. Therefore, under the modern technological condition, how to improve and upgrademodern management means about water and soil loss integrative control aimed at smallcatchment and how to promote scientific and standardized management, has already becomethe present new subject urgently in need of solution.There are mainly eleven databases. The databases include database of fundamentalinformation of catchment, database of social and economic conditions, database of responsibledepartment, database of construction department, database of supervision department, databaseof natural conditions, database of project situations, database of measure types, database oferosion types, database of land types and database of benefit evalution parameter. Utilizing thesystem, we can understand directly some information such as present situation, land utilization,measure and planning and construction schedule, etc. The development of the softwareprovides theoretical foundation for developing management of small catchment towardscientific, politic and module directionIn the land applicability evaluation model, the technology of projection track was tested toestablish PPC model taking Baiquan Xingcheng small catchment as an example. It evaluatedthe applicability of ten pieces of land in Xingcheng small catchment. The evaluation indexeswere regarded as many projection parameters to seek optimum projection direction and to react the grade of land resources by optimum projection index value. This avoided interference ofartificially giving weight. The application of this method aims at offering a new method andtrain of thought for the research of this respect.In order to verify every function, the software system was examined in application withBaiquan Xingcheng small catchment as example. The examination result showed that thesystem was reasonable in design, went on well and had reached the anticipated result.
