The coastal area in our country is the most developed, the most urbanized as well as the most inhabited and it plays an important role performing great status and enormous importance in civil economy and social development. Meanwhile the developing level of costal shelter belts is likewise directly related with the ability of resisting natural disasters and limits the local potential development. The tsunami of Indian Ocean in 2004 took an uncountable loss of lives and properties to the local inhabitants. It knolled the alarm bell to us, thus our party and national leaders have paid more attention than before to the safety of lives and properties of coastal people and more vigorously perfect the construction of coastal shelter belts system.This research is focused on the construction level of Shandong's coastal shelter belts system. By considering the idiographic situations of researched areas, gathering the land-based investigation data and using the 3S technology, the developing levels of different counties and cities along the sandy coast could be researched successfully. Firstly, classification of RS images for each county or city, which helps to derive some basic information as acreage, rate of forest coverage, etc; secondly, creation of different statistical table by respecting the classification results; finally, analyzing the developing level of coastal shelter belts system for each county or city according to the classification images, statistical data, accessorial data and field system working, then, finding the existing problems and providing the correspond advices by consulting the "Construction Plan of National Coastal Shelter Belts System (2006-2015)".Via the research, it's found that Shandong's sandy coastal shelter belts system has the total acreage of 542800hm~2, forest coverage of 25.4%. To the acreage, Moping has the most, by reaching 54200hm~2; Jiaozhou has the least, only 11500hm~2. To the rate of forest coverage, the highest is Longkou, by reaching 51.5%; the lowest is Jimo, just 10.3%. The main problems stayed at these aspects: no enough quantity of shelter belts, unbalanced region development, singleness of tree species and simpleness of structure, lack of financing, etc. Therefore, according to the "Construction Plan of National Coastal Shelter Belts System (2006-2015)", it is strongly recommended that we should insist the guideline to fulfill construction, manage forests by law, increase investment and tackle key problems by technology.
