The Yellow River is the main fresh water resources of agricultural production in the Yellow River delta. In recent years, the zero flow phenomenon of the Yellow River is serious day by day and display the characteristic of longer zero flow time and zero time advance. The agriculture irrigation way in this area used to be field flood irrigation. As a result of the extensive agricultural irrigation way and the laggard irrigation technology, the water resource wastes seriously. Therefore, it needs saving water irrigation ways to solve the problem of lack of fresh water resource and water resource waste in the Yellow River delta area. Simultaneously, in the Yellow River delta, the evaporation is bigger than the precipitation. In spring and autumn this phenomenon is much worse which forms twice salty return peak in a whole year. This area situate at the seashore and the shallow layer ground water salinity is high which cause the soil salinification is serious. Unsuitable development is extremely easy to cause the newborn soil secondary salinification. Thus, if we want to meliorate the saline and alkali soil of this area, we need to descend the ground water level and soil salt content. The underground pipe drainage can solve the problem.This paper uses the comprehensive classification methods of the Remote Sensing image processing such as Tasseled Cap Transform,Unsupervised Classification, Supervised Classification and post classification to divide the Yellow River delta land utilization type into 9 kinds,and divide the saline and alkali land into the mild saline and alkali land,the moderate saline and alkali land, the serious saline and alkali land as well as bare land. Through precision evaluation, the comprehensive classification method improves greatly in precision. The whole classification precision improves from 82.67% to 89.00%;Then, the paper analyses the Yellow River delta water resources condition,the natural condition,the infrastructure and the merits and demerits and suitable conditions of existing irrigation ways for saving water(drip irrigation, spray irrigation, low pressure pipe irrigation ). On the basis we propose the irrigation way for saving water that suits the modern Yellow River delta-the low pressure pipe irrigation way. This irrigation way can overcome the shortcoming of the Yellow River large silt content and large wind power in the Yellow River delta and has the advantage of less investment;On the basis of analysis on the present situation of salinification in the Yellow River delta area,we propose the drainage way which suits this area-underground pipe drainage way. This way uses the principle that"The salt comes along with water and goes away with water"to lose salt with water. That can descend the ground water level and soil salt content and meliorate the saline and alkali land of Yellow River delta;Finally the paper designs the low pressure pipeline irrigation system and the underground pipe drainage system on a demonstration area.
