Because SIS can provide consumers with accurate, timely soil information and related information, it is inevitable to apply this kind of technology to the world soil variance research. At the same time, it is urgently required to create and improve SIS for accurately appraising earth productive forces, timely monitoring the earth quality Variance and creating the model of the world variance. In recent years, practices also indicated that it is a general trend to create SIS supported by GIS.This paper, according to the system demand analysis, collected the second soil survey data of Shaanxi province. These data were then arranged and standardized according to published criterion. A soil information management system for Shaanxi province was then developed and established using secondary development technique of components GIS-ArcObject and the programmer language Visual Basic. And made applications study of the system. The main contents and results include:(1) Established a basic database for soil information in Shaanxi Province. collected the second soil survey data of Shaanxi province. These data were then arranged and standardized according to the relative criterion and an attribute database was established on the Access database platform. Meanwhile spatial data were also processed using the Geoway,ArcGIS and a spatial database was established.(2) The design and establish of soil information system in Shaanxi province: According the system design principle and user demands analysis, we designed the function and structure of soil information system in Shannxi province. Based on the secondary development study on GIS by Visual Basic and components GIS-ArcObject, the soil information system in Shaanxi province was developed and established fundamentally. The system not only has the GIS's basic functions including displaying, inquiring and graphic editing, but also has major ArcObjectdels such as soil fertility evaluation ArcObjectdel and so on.(3) Soil fertility evaluation was made. Based on Shaanxi Soil basic database, the soil fertility evaluation module was evaluated by using Fuzzy Comprehensive Appraisal Method, the soil fertility in the province was evaluated and the evaluated map of soil fertility also compiled. The results indicated: Soil fertility in Shaanxi province falls into low grades. The acreage of soil with a fertility grade of 3-6 is at most, which accounts for 74.5% of the total, soil with a fertility grade of 1 and 8 is the least, which takes up less than 5% of the total. Soil fertility in the northern area of Shaanxi province is low which dominated by grade 5 to grade 8, and soil fertility in Guanzhong area mainly takes grade 3,4,5 while mainly takes 2,3,4 in south mountain areas.
