Forest-fire is natural disaster which happens suddenly and has strongly destructive power. The forest-fire not only destroys the forest and reduces forest density, but also undermines the forest structure so that it breaks the original ecological balance, causes serious ecological problem, harms human health and results in massive loss of country and people's property. In this paper, forest-fire spot is simulated to generate a three-dimensional forest-fire scene. The change in forest-fire scene is simulated under different condition, which guides the decision-making of forest-fire emergency situation.The paper plans overall structure of the system and conducts program argumentation based on the integral frame. During process of the forest-fire scene modeling, terrain is generated by reading DEM data and using grid model. Watchtower is simulated by using combination of regular geometric objects. The dynamic effect of river is formed by utilizing the texture mapping technology and changing texture coordinates. Forest-fire is simulated by choosing particle system, using texture mapping technology and taking fusion technology in the detail process. Finally, the virtual forest-fire system is established by programming with Visual C++ and taking OpenGL as the programming interface. The system can realize the commonly interactive function such as motion, rotation and pitching of viewpoint, so to help the observer view in all direction easily. The system can not only achieve real-time demonstration of the current forest-fire when forecast module provides forest date information through interface communication, but also can display the situation of scene next period according to the fire-fighting program provided by decision-making module.Research and development of the project let commanders can understand the situation of forest-fire scene and the effect of fire fighting program, which can also provide command reference to decision-making of fire fighting.
