Land resources as the key component of national security and strength, its'powerful strategic role represents not only in the basis of economy but also the sustainable development of the country. Soil moisture which is the important indicator of climate, hydrology, ecology, agriculture and other parameters of the land surface and atmospheric interface includes water and energy exchange plays an important role. So, the significance of taking the advantage of remote sensing to monitor soil moisture obtain the regional surface characteristic is great.This study was executed to use red, near infrared and thermal infrared band, explored to build a suitable quantitative monitoring soil moisture scheme for the Mongolian plateau. And consider the combination of different source data such as microwave data to analysis the assimilation characteristics in order to design the probable integrated application system.Based on considering the advantages of quantitative models such as the optimized input parameters, the sensitive of the vegetation index, the parameters can be directly obtained from image data, meet the requirement of the large scale of the interest region, et al. Finally chose the temperature vegetation drought index (TVDI) model to organize the study work. Then use the existing mature land surface temperature (LST), normalized difference vegetation index (NDVI) theory complete the study area from June to September of 2007 input parameter calculations. Execute the retrieve work with quantitative parameters to obtain the study area include Mongolian plateau, Mongolia and Inner Mongolia's vegetation drought index (TVDI) data. Using the satellite synchronous meteorological station measured soil moisture data to verify the retrieve relative soil moisture TVDI; it confirmed the TVDI objectively represent the real character of soil moisture. Finally explored to build the application pattern, which is to obtain the real soil moisture according to the retrieve TVDI data using remote sensing theory. While the microwave (AMSR-E) soil moisture data's assimilation characteristic also be analyzed.Conclude with some specific calculation process improvement for quantitative parameters and optimization of theories for the following research and application.
