Study On The Allocation Of Health Resources In Tongling City,Anhui Province

Objectives Investigating the status-quo of the allocation of health resources in Tongling City, studying the relationship between the provider and the needer of the health resources, evaluating the efficiency of the utilization of health resources, and based on these results and findings, some related problems existing in the allocaton and utilization of health resources could be found out so that solid objective data and bases could be provided to work out and suppliment the regional health resources planning and properly allocate the health resources in Tongling. Method By using the investigation table previously designed which included the investigation table of medical institutions, the investigation table of health prevention institutions and the investigation table of child and maternal health institutions; examining the related first-hand materials such as the statistic tables, data of the City Health Bureau and other health institutions; building data base with FoxPro; using the software of SPSS to check up the data and logically examine them. After re-examining these data and ensuring no error in them, statitistic ananlysis was carried out using the software of SPSS. Result (I) the total amount of regional health resources are abundant,in which the number of doctors,beds and major medical equipment are enough and even more to meet the health care needs of the residents in the area;~ the regional health resources are not properly allocated,and the city health resources are obviously higher than that of the rural areas,the health resources in big hospitals are also evidently higher than that of local hospitals.?the allocation of regional health resources is unfair,as a result, the amount of health resources held by the city residents are obviously more than that of the rural people.~ the possession of the regional health resources are complex,that is to say, the regional health resources possessed by the business institutions are a fairly larger propotionX~ the utilazation efficiency of he regional health resources is quite low. Suggestions (1D reforming the current health management system and realizing the 2 health institutions management as a whole system;?controlling the total amount of the regional health resources,establishing the allocation criterion of the regional health resources,carrying out the granting system of the allocation of the regional health resources,and encouraging the fair sharing and distributing of the resources. (~) regulating the current amount of the resources, which covers evaluating the current amount of the resources, regulating its structure so that its functions could be intersuplimented ,reengineering the health institutions into one system, sharing the resources publically; properly handing out the abundent resources; apropriately controlling the resources;~4~ apropriately increasing the new resources which means putting emphasis on public health and health prevention and care,rural health and comnmnuity health service network in the city.
