Measurement And Study On Fairness Of The Health Financing

Standing at the start of the 21st century, we find ourselves living in an increasingly globalized world. More than ever, governments and people around the world share the common goals of advancing social and economic development and improving the living standards and health of all. In the 2000 World Health Report, WHO advised that there are three main goals that are used to evaluate health system achievement. They are good health, good responsiveness, and fairness of health financial. In these goals, the index of Fairness of Financial Contribution (FFC) aroused the great disputation. The project is one of China health system achievement evaluation projects financed by WHO. On the basis of referring on international experience, researcher used the measurement method of Health Financial Contribution (HFC) and Catastrophic Health Expenditure (CHE) theory provided by WHO, utilized the household survey data from Nation Bureau of Statistics (2000 year) to calculate China fairness of health financial contribution. Combining the China health system fact, we analyzed the influential factors on catastrophic health expenditure and distribution of dangerous crowd.In the research, household is basic measurement unit. Using the channel of household health expenditure, researchers calculate FFC of household firstly, and then calculate the FFC of the whole of social. In according to household survival expenditure provided by domestic standards, the result of FFC of China is. 0.8318 in 2000 year. The in-depth analyses on fairness of health financial contribution focus on the influential factors of Catastrophic Health Expenditure (CHE). The results indicate that the CHE risk of uninsured households (6.23%) is higher than the insured households (2.77%), the CHE risk of rural households (6.40%) is higher than urban households (3.22%), the CHE incidence generally have a decreasing trend with the living level of household increasing, the CHE risk could be avoided trend with the number of senior familymembers decreasing.During the end course of project, researchers make discuss on measurement method of WHO, and advised that WHO should adjust the method on different country condition in order to improve the reality and reliability of measure results. Thought the in-depth analysis of FFC, we make some policy advices on social health insurance and attention on old folk's health.
