It was often happened that the needs of the clients were ignored, the quality of care and the capacity of the service delivery system were paid little attention to, as well as the complicated relationship between the technology and the service has not been emphasized during the research of improving the quality of care in reproductive health area. With the long-term research, UNDP/UNFPA/WHO/World Bank have developed the new model of the Strategic Assessment on Improving the Quality of Care in Reproductive Health (SA) .Based on the research on the reproductive health service needs among the villager women in 3 Counties or District which were Yingjiang County, Yongsheng County and Xishan District, the researchers tried to introduce the SA methodology in Yunnan province. From March 2002 to January 2003, the research team, which was organized by 15 experts, conducted the related research applying the SA methodology. They visited 665 persons of all kinds with focus group discussion and in-depth interview, as well as the related organizations of every level. They collected the related data, too. The research team analyzed the related findings and then gave some suggestions on the reproductive health services by discussion of Nominal Group Process. Results:1. RTIs: it happened among the rural women in common; the grass roots lack the consciousness of health care; the rate of condom utilization is low; it could happen that unsafe behavior of induced abortion; the effective factors that rural woman lacks utilization of service are economic factor, inconvenient traffic, the heavy house holding, the un-satisfactions with the technology level, attitude among the providers, as well as the cost of the medicine, the traditional culture and the lack of the consciousness and the knowledge of health care. Much rural adolescence was deprived of education; they lacked the information resources; it exist that before-marriage sexual activities especial unsafe one. The factors that effected the service utilization among the floating-3-population included the cost of the diagnosis and treatment, as well as the trust to the providers. The medical managers lacked the consciousness and capacities of scientific management, the consciousness of service based on the community.2. STDs: The cases diagnosed with available technique are increasing; When patients went to the hospital, they thought of more economic factor, medical technology convenient level and service attitude etc; the questions of low level diagnosis and substandard treatment happened in both public and private medical organizations; the stronger consciousness of competition existed in the private medical organizations.3. HIV/AIDS: the epidemic of HIV/AIDS was still serious in the cross border area; the people who heard of it are more than ones who knew of it; more and more people refused the drug abuse; there were significant difference on the unmarried sexual activities and the HIV/AIDS infectors between the men and the women; the factors effected the epidemic of the HIV/AIDS that drug abuse, unsafe sexual activities, venerable characters among the floating population and the gender etc.
