IntroductionWith the development of our health care industry after the foundation of our country, people's health level increased and hospital management tends towards scientific management from experimental management. Many hospital come to e-rect management theory to operate modern hospital following the violent competition of hospital market. performance management had been used in corporation management widely. Some excellent international corperation have proved that performance management may lead to personal and corporatinal development in the same time sucessfully. Since 1920s, many foreign hospital start to experience performance management. Some hospitas tried the method in late years either in our country. Hospital performance management mainly aim at obtaining fixed goal through establishing targets and examination slanders and act with them in the hospital units, clinical and functional offices. Performance evaluation is the core tache of the performance management. Our hospital had established a system of hospital performance management and evaluation, and reformation of the payment and position was based on its results. Analysis the scientific , valid and practicability of the performance management through compare the index of economic and social profits of our hospital after performance management with that of before and provide theory and practice evidence for the carry of performance management thoroughly.Object and method1. Reserch objectThe data for the study came from shenyang ninth people's hospital and itsmedical stuff and administer. Practice performance management, and compare the economic and social profits changes before and after performance management in our hospital.2. Reserch method2. 1 estabish the evaluation index and contentSet down the indexs according to our hospitals lately and looger plan. The index were devided into four aspects which were finances, interior prosecution, clients, innovations and studies.2. 2 Practise performance management in our hospitalWe carried out performance management throughly in our hospital. The index were made known to all the offices, and each office regulated its action according to the index and its current condition. We adopted distribute mode which basic payment combine with performance payment.2. 3 Evaluate the result of the performance managementEstablished evaluation office, take responsibility on the whole evaluate works. Collected the data of economic and social profits index from 2001 to 2004.Result1. The economic profits increased greatly after performance management being carried outThe number of the outpatients, the medical income and employee payment increase greatly. The income of outpatient service is more than 15.4% of 2004 compare with that of 2003. The income from drugs account for 42. 3% , decrease 3.9% than former year, the income from medical service increase 27.9% . the gross income increase 23. 9% , the range was most remarkably in these years. The prize amounted to 2,078,000 yuan during 2004, increase 942,000 yuan than former year.2. The quality and the technique of medical service were promoted, the e-quipment also expandedThe hospital stuffs realize the meaning of competition by the time that medi-cal quality were examed. They eager to study advanced technology in medical field. The patients number in hospital ward increased6. 3% , the cure rate increased to 89% from 86.4, the average time of is shorten, the salvage rate of dangerous pa tient increase either. Each department had bought advanced equipment upon its plan.3. The stuffs payment are avarable, so they had great passion for work. The stuff's payment was associate with their performance, the one who workhard could get higher salary, for example, one stuffs salary amount to 10,000 yuan, that stimulate others passion and efficiency for work.4. The hospitals social profit increasedBecause performance management include index about client speact, stuffs realized the importance of clients satisfaction, and their attitude and passion for work increased. Added to the high level of medical technology, it was said that the charge of treatment was low, with the high level of medical service , so the amount of outpatients was increased enormous.5. The hospital culture atmosphere has a new look greatlySince brings the innovation and study into the achievements appraisal target , the enthusiasm of study and innovation was remarkable enhancement in the hospital. All the stuffs various from administrative personnels to doctors and nurses paid great attention to thorough study of specialized knowledge technology. Some participated in the technical college, the undergraduate course school recorded from tests, and obtained the masters degree.Discussion1. Probe into the idea of hospital achievements management The hospital performance management is aims at the medical unit, clinical, auxiliary and the administrative offices, the medicine and nursing personnel, through the formulation goal and the inspection standard, to organization and implements, inspect strictly, finally achieved a series goals. Some hospitals overseas had been recorded that they gained remarkable achievements by management using the balanced Scorecard (BSC) management, the are. The perform-ance management mainly includes following 5 basic essential factors: clearly organization strategy, challenged and measurable goals, highly effective organizational structure to guarantee the goal realization, effective performance communication, performance evaluation and feedback.2. The importance of hospital performance managementThe hospital performance management is aims at provide basement for the whole hospital's management through evaluate the effect the hospital'sachieve-ments and profits. By the feed back of the information, the resorces were received collocate with reason, the work efficiency gained largesset, and the patients came to be the real focus of the medical service. The performance management might increased hospitals core competition greatly.3. Performance management should persist basic principleThe performance management should persist taking the performance as the management and the appraisal work center. The performance inspection take the cost accounting as the foundation, carries on revolves the hospital the developmental strategy, the performance measure, the economic efficiency and the social efficiency.
