To solve the problem of rural medical security, Chinese government attempted to restore the cooperative medical system. Unfortunately, this goal wasn' t attained for various reasons. One of notable problems is that most farmers are averse to the cooperative medical system.So this paper explains the reason of farm' s unwillingness of attending byanalyzing three principal parts----farms, hospital and government. This papergives conclusion that morbidity of the system design is the fundamental reason of the collapse of cooperative medical system.This paper explains the specific role of the age in deciding to make peasants to take part in the rural cooperative medical care by establishing a model and introducing the virtual variable.This paper explains the irrationality of the system of design in rural cooperative medical care by establishing a game theory model. Therefore, the paper gives a proposals of grades, and the paper can be provided to the government as a reference to frame the material policies.
