With the coming forth of more and more global terrorism and accidental public health events and some new communicable diseases like SARS, according to their own situation of the countries, every government builds up some different crisis management models. However different the models are, the core of the models are to build up the systematic rules of law on security, the centralization of state powers and the information network systems. To deal with the communicable diseases and the accidental public health events, boosting up the ability of quick responses, one of the crucial problems is the construction of infrastructure and also, improving the capabilities to analyze, forecast, and investigate some related information's are very important. In order to improve the ability to report the communicable diseases, the health ministry decided to adopt the direct network report system from January 1st, 2004 in our country. The direct network report system is composed of every stage of hygiene institutions, surveillance departments on health risk factors, and computer network systems. It is an information system that physically collects, logically manage every surveillance case according to different levels, and it also collect, check, store, process, maintain, and adopt the information's in real time. The new system can make true personal case, direct network report; apanage partition, manage classification; dynamic surveillance, real time presentiment; power control, data sharing. In this model, we can unify the data of epidemic situations around the country, share the information's, save resources and time and also manpower; from the found of the epidemic situation to the receipt of the report, the time has been shortened from 5days to 1.4days; it can also reduce the medial tache; solve the problem of association of information's among all systems; reduce the cost for maintain the system operation. Direct network system cans also statistic query infectious diseases according to different areas, ages, genders, and occupations. In order to find out the operation situation of the surveillance system on the communicable diseases and accidental public health events in our country, I have evaluated the system in SiPing. First, check out the accuracy, timely, the ratio of fail to report and report once again through the network system in 46 hospitals and 4 CDCs in SiPing Second, go straight to the 46 hospitals, check out the accuracy, timely, the ratio of fail to report and report once again directly and do comparison analysis. According to the report, the incidence has ascended in the late half year compare to the early half year in the whole city. Among this, it is 45.71/100,000 in LiShu and 78.72/100,000 in Gong Zhuling. This has shown us that the network system is working in the half year. The direct network report is a new form of report. We can get 2915 cases in the early half year of 2004 through this system. There are 100 cases that haven't been checked out among these, the rate is 3.30%. This situation has obviously straightened up through our surveillance and checking to county CDCs. We can get 3975 cases in the late half year of 2004 through this system. And there is no unchecked checked case among these. According to the report, the chronic infectious diseases, such as hepatitis B and tuberculosis are the main sort of diseases that influence the overall trend of epidemic situation. Because the patients of this kind usually go to see the doctors in different hospitals and also, there is not united criterion for these diseases, some cases have been reported more than once. The new system can pick up the report cards that have logic mistakes, and there are some blanks that have to be filled in among the cards, so compare to the old form of report, the new one can improve the integrity of the report. With the old report system, there are 14 sorts of type B infectious diseases in our city, and there are 4514 cases, the incidence is 136.23/100,000; with the new system, there are 17 sorts of type B and type C diseases in our city, and there are 6890 cases within the whole 2004, the incidence is 210.66/100,000. Compare to 2003, the incidence has been improved 54.64%. The statistic data have shown us that there are significant differenceamong the incidence, the ratio of fail to report, the overdue report rate, the accuracy of the report cards between the old one and the new one. With the usage of the new system, we can improve the accuracy and the integrity of the cards and we can decrease the rate of overdue report and fail to report. At the present, the direct network system can only used among the hygiene institutions affiliated to the county and above the county level governments and we can not popularize the system to the villages and towns institutions that serve the large numbers of peasants. So it is suggested that each grade governments pay more attention to the network system, invest more savings in this work, and make sure the better usage of this system. With doing this, more scientific data can be provided to our daily work.
