There are many strong critics about the bureaucratism of the administration that lacked service consciousness .So, the fundamental problem of the medical and health reformation is how to deal the relation between the governmental regulation and the market competition. On the one hand, the government should play a good role in the control and regulation of medical and health matters, on the other hand, we should introduce and make the advantage of market mechanism.
