Community Health Service(CHS) is an important act for actively reforming health delivery, so Traditional Chinese Medicine service becomes the key point of the reform as a part of CHS system. Along with the development of Traditional Chinese Medicine service, many underlying problems emerge in the areas such as the management system, strategy, and personnel, etc. Currently) the researches related Traditional Chinese Medicine service are mostly limited to the policy and theory aspects. The practical investigation report is insufficient, in particular, the systematic research from a whole and comprehensive perspective is a weak area with blankness. With regard to the situation, it is necessary to find solutions and strategies for solving these problems, so as to promote a healthy development of Traditional Chinese Medicine service.The present study applied qualitative and quantitative methods to understand the realities of Traditional Chinese Medicine service in Shanghai, and identified the key factors that impeded the Traditional Chinese Medicine service development. According to these findings, scientific methods were adopted to put forward the Traditional Chinese Medicine service sustainable development strategies.Object and Content of ResearchIn collection convention registration material and related literature foundation, this study surveyed 21 CHS centers, 889 health service personnel and 7156 communities' inhabitants through the questionnaire. The content includes the inhabitant family health service situation, Traditional Chinese Medicine resources and service situation of CHS.MethodsQuantitative and qualitative methods were applied to carry out supplementary surveys. The descriptive and analysis methods, including descriptive analysis, Chi-square test, logistic regression, ratio analysis, SWOT analysis, were employed to analyze the data.Main research findingsThe findings of four principal parts except the first section on general description of situation were presented as following:Section II: The evaluation of need and utilization of Traditional ChineseMedicine service among inhabitants1 n The service is mainly for the middle-aged person, old person and chronic illness patients. 2> The inhabitant approves Traditional Chinese Medicine service but the utility is undesired. 3> Many factors such as the region, sex, employment! medical safeguard and chronic illness influence the utility of Traditional Chinese Medicine service. 4> The inhabitant's expense in the central city is higher than the suburb (county), but Traditional Chinese Medicine expense in suburb (county) is higher than the urban area. S> The demand for Traditional Chinese Medicine service is gradually increasing.Section III: The resource condition of Traditional Medical personnel in the CHSIn The structure and quality of the personnel are unsatisfying, it is difficult to provide comprehensive service. 2^ Training dynamics is still lower, while the enthusiasm of jobholders for training is higher. 3 â– > Each kinds of personnel agree that the greatest difficultly in developing the Traditional Chinese Medicine service is funds support dynamics.Section IV: Traditional Chinese Medicine service situation1 â– > The comprehensive ability of service is enhanced, but the whole function required to be switched. 2> To the charges for medicine raises the medical expense to be serious. 3n The income proportion of Traditional Chinese Medicine is low. 4> Traditional Chinese Medicine service rises year by year. 5% The efficiency of the Traditional Chinese Medicine service is gradually reduced.Section V: Study on Traditional Chinese Medkineseiricesustauiabte development strategicBased on the above-mentioned research findings, from the macroscopic and microcosmic angle, sustainable development strategies were put forward as following: (D To devote much attention to the training of talented person of Traditional Chinese Medicine.
