In 2000 the national eight ministries and commissions issued document on Cities Medicine Health Organizational reform, which point out that establishing new control system should be done by classifying present medicine health organizational into non- profit and profit ones. In our country, existing medical organization are owned by the whole people or the collective ownership with profit the nature. As the non- advantage medical public hospital, their policy and tax revenue, price has mainly played the role of government public welfare function. With the decrease of financial compensates, main income to support hospital are achieved by itself. Facing market competition, the hospital are seeking hard the way how to enhance the hospital competitive power, therefore the Performance management and the salary management becomes the focal point gradually to which is paid attention by the most hospital. Present non- profit hospital Performance management and the salary management are quite simple also has its certain limitation, can't be suitable for changing situation.The paper, by the theory of balance score card, taking the non- profit hospital Performance management and the salary management as the main research content, made serious research on how to raise the nonprofit hospital management level, to attract talented person, so as to forms the core competitive power.
