Study On Tianjin Medical Quality Evaluation System

Medical quality (MQ) is the synthetic reflection of medical technology, management and ethics development. It is the hinge for the survival and development of hospitals. The guarantee and improvement of MQ have direct relationship to people's basic benefits and patients'life security. It is always the goal for medical care and health industries.To entirely monitor and objectively evaluate Tianjin's various hospitals'MQ , to direct each hospital to carry out MQ management from macro scope, this article combined the recent experience of MQ evaluation, which based on large quantity of articles and researches. It made an investigation to national and foreign MQ target and management systems based on the analysis of modern MQ and MQ evaluation methods.According to the character of Tianjin area, this article developed the theoretical frame of Tianjin MQ evaluation system, pointed out the standard and specified management and evaluation systems using integrated, expert and public evaluations. The integrated evaluation covers medical basic quality, workflow quality and ending quality. The expert evaluation reflects the integrated strength of medical service quality and technical creativity. The public evaluation gives the feedbacks of the customers'receptivity for medical service quality, reflecting the result of MQ management. Using Delphi method and level analysis method, we set up the weight and standard of evaluation. Based on plentiful research and statistical analysis, we set up the MQ standard levels as well. At the same time, we mirrored foreign MQ experience, pointing out continuously improving evaluation control system for Tianjin MQ. This has practical meaning for Tianjin MQ's development.
