Research backgrounds:Hospital administrator is an indispensable part of the medical staff, and the important premise for the sustainable development of health career. As joining in WTO and deepening the health reform, the construction of the health administrative team is urgent. To bring up a hospital administrative team is the basis of effective hospital administration. As a result we conducted this research.Objectives:To understand the current status of hospital administrators in the second and third class hospitals of Shandong Province, analyze the influence factors, find the potential problems, and supply advice and policy reference for the professional construction of hospital administrators.Data source and method:The data was part of the program Research on the Professionalization of Hospital Executor in the medical technology development plan of Shandong Province. 1151 administrators were drawn from sixty three second and third class hospitals in seventeen cities of Shandong Province. The main contents of survey were as following: gender, age, diploma and degree, specialty, length of service, length of administrative service, the current duty, desire of administrative service and the estimation on administrative ability. SPSS 13.0 was employed to analyze the data. Main Results:1. Gender: There are more male administrators. The ratio male to the female is 1.66:1.2. Structure of age: the average age of hospital administrators is 44.57 years. There are two peaks in the 40-50 and 50-60 years group.3. Education level: most hospital administrators have the experience in undergraduate education and junior college , accounting for about 44.1% and 31.3% separately. There has inverse ratio between the level of education and average age. The new administrators have higher level of education.4. Education degree: Only 18.9% administrators had academic degree.5. Specialty. Those in medicine, nursing and medicament account for 50% while only 26.8% of them are in the specialty of administration.6. Professional field before administrative duty: Most hospital administrators were from the field of medical technology, 60.2% of whom were the staff in medical treatment, nursing and medical techniques.7. Structure of professional title: 47.0% of the hospital administrators had advanced title. There are statistical significance between the professional titles of second and third class hospital administrators. The level of professional title in the third class hospital is higher than that of the third class ones.8. Length of service and that of the administrative one: the average length was 25 years. The length of service before administrative service was 15 years.9. Desire of administrative service: 94.1% administrators prefer management, while only 5.9% do not.10. Part-time work: 57.1% hospital administrators have part-time jobs and 72.8% of them worked in the technical field. Those who worked in the technical field preferred to the part-time jobs. 40% of administrators engaged in the technical work so that they did not spend time in the administrative work.11. The right people for administration: 53.0% hospital administrators think that administrative education background is necessary and 47.0% do not think so. 72.9% think that administrators should be professional or trained. 12. Professional training: 47.0% administrators were trained for over three months and 99.0% think the training was necessary.13. Factors influencing the integrated ability of administrators: Being trained or not, the specialty, the length of service and the profession before administrative work are the main factors that influence the integrated ability of administrators.DiscussionThere are four problems in hospital administrative team of the second and third class hospitals in Shandong Province. Firstly, most administrators are those who transferred from the technical field while there are few professional administrators. Secondly, the education level of the administrators is low and only few have degree. Thirdly, most administrators are technical staff and many engage in the technical field entirely. Most of the administrators have part-time jobs. Fourthly, there is no title in administrative service. Most administrators have high professional titles.SuggestionFirstly, We should change conventional conception and set up scientific management conception. The hospital management plays a very important role in the sustainable development of the hospital. We need not only medical scientists but also a lot of professional managers. Secondly, we should reinforce professional management training. Every hospital manager should study throughout the working lifetime. Thirdly, the hygiene relevant authorities should enact scientific policy and establish reasonable professional promotion system. Fourthly, We should speed up the process of the establishment of the construction of system and mechanism for professionalizing hospital managers.
