"Anthrax mail events" in U.S. in 2001 has largely attached importance and attention on biological attack to all over the world. Most countries have been strengthening the capability to construct biological defense. To enhance our country the capability of detection and identification for biological attack and to prepare response for biological attack, we studied the characters of biological attack, then put forward indexes and methods of detection and identification of it.The study was a part of the subject 'the surveillance and alert system of biological attack' managed by the ministry of science and technology of China. Title is 'study on indexes and methods of detection and identification for biological attack'.It was analyzed that the characters and biological agents maybe used most in biological attack, by collected the intelligence, information and the theories of biological defense medicine. Then eight biological agents used most probably were determined. Natural conditions, epidemic characters of 14 diseases which involved in 8 biological agents were studied. 14 diseases were Anthrax, Plague, Tularemia, Smallpox, Ebola hemorrhagic fever, Marburg hemorrhagic fever, Lassa fever, Crimean-Congo (xinjiang) hemorrhagic fever, Eastern equine encephalitis, Western equine encephalitis, Venezuelan equine encephalitis, Tick borne encephalitis, Q fever and Botulism. Combined with the characters, types, possible ways of biological attack, indexes and methods of detection and identification were put forward for deliberately artificial epidemic events when the biological attack were secrete. To detect the deliberately artificial biological events and to carry out the effective measures of prevention and control on time, it was suggested to establish some surveillance systems, such as diseases surveillance, syndromes surveillance, laboratory surveillance, frontier quarantine surveillance, vector surveillance and bioaerosol surveillance.
