The Research On Medical Insurance For Retired Military Officers

Taking the actual target of Chinese social hospitalization insurance system reform as the point of departure, by analyzing the status in quo of hospital ization insurance for retired military officers, employing the methods of investigation and statistics, comprehensive analysis, case study, comparative study and contrast study, the thesis studies the feasibility and necessity of carrying out the reform of hospitalization insurance system for retired military officers in China, referring the experience of foreign countries in socialization of hospitalization insurance for military officers, depending on relevant principles of economics, management and socialization of public service. The thesis investigates the principles of evaluating the justice, efficiency and adaptability of hospitalization insurance as well as the economic, social, political and cultural factors affecting the selection of hospitalization insurance models. Based on the analysis of exterior environment and interior factors of hospitalization insurance system for retired military officers, the thesis proposes the appropriate model and evaluation rules for hospitalization insurance which adapts to the social development of China and modernization of People's Liberation Army. The hospitalization insurance model proposed in the thesis is aimed at the realization of hospitalization insurance system and is an open and multiplayer social hospitalization insurance system. It takes social insurance system as the main body, and medical salvation and commercial insurance as supplements. It aims at satisfying multiplayer requirements and providing basic hospitalization insurance for the majority of retired military officers. It takes into consideration the specialty that the retired military officers are elder citizen with low incomes, thus the proposed model is one mainly based on the expenditure of the country. Factors affecting hospitalization insurance system for retired military officers and exterior factors ensuring the implementation of the system are studied from a systematic point of view. At the end, an empirical analysis is made based on the case of hospitalization insurance system for retired military officers in National University of Defense Technology, combined with the hospitalization insurance model proposed in the thesis. It finds that the hospitalization insurance model for retired military officers cannot only tackle practical problems but also has significant impact on promoting the further development of military hospitalization insurance system.
