Objectives: Along with the increasing of resource input to HIV/AIDS prevention,treatment and care, how to evaluate the effectiveness of the HIV/AIDS work and utilization of resource, this issue was paid attentions abroad by our country and international organizations, it needed to be resolved urgently. The performance evaluation must be an effective approach. However, up to now, the relative researches hadn't been reported, this study was to develop uniform and comprehensive performance evaluation index system by Delphi-Method, to provide a basis of measuring the whole performance of HIV/AIDS comprehensive prevention and control in our country.Methods: The national relative documents and policies, such as the middle and long-term planning on HIV/AIDS in China 1998-2010, and the national action planning on HIV/AIDS 2006-2010 were deeply analyzed. By special meeting and innovated design, an embryo of 57 indicators system was formulated. Then three rounds Delphi-Method was used to filter the indicators and assign the weightiness. The data were analyzed by SPSS10.0 and the methods of descriptive analysis andχ2 test were used.Results: After three-round Delphi consultation, a performance evaluation indicators system were established, which included 6 first-class items: demands of HIV/AIDS prevention and control,organization requirements,activities and operations,effectiveness evaluation,economics evaluation,satisfaction and responsiveness, and 52 second-class indicators. The variation coefficient of all second-class indicators were smaller than 0.25, the result of coordination coefficient test was P<0.05, which showed that the established indicators system of performance evaluation on HIV/AIDS prevention and control was reliable and credible. (2) Based on the suggestions of specialists, the indicators were assigned different weightiness: effectiveness evaluation, 26.5%; activities and operations, 24%; organization requirements, 19.2%; demands of HIV/AIDS prevention and control, 11%; economics evaluation, 10.6%; satisfaction and responsiveness, 8.7%.Conclusion: (5) The thoughts of WHO report 2000 were consulted in this research, the viewpoints and methods of system theory, the performance of HIV/AIDS prevention could be measured comprehensively by assessing the development,demands,utilization,efficiency,effectiveness,satisfaction and responsiveness of target population,equity of resource distribution etc in HIV/AIDS prevention. (2) These indicators depended on and contacted with each other, they had the oneness on the whole. (3) The demand indicators were established in this system, it was benefit to compare the horizontal effectiveness based on the demands. (4) The economics indicators developed in this system aimed at analyzing the input and output, scaling the work efficiency and optimizing resource put into HIV/AIDS prevention and control. But it was difficult to implement because of the particularity and complexity of HIV/AIDS prevention and control.(5) Responsiveness indicators had remarkable meanings for protecting the rights of people living with HIV/AIDS to introduce the responsiveness indicators in performance evaluation of HIV/AID prevention. But the framework and the methods of measurement of responsiveness haven't been perfect, so it is necessary to discuss further in the future research.
