A Study On China's Medical & Healthy System Reform Based On Policy Network

In order to change the problems that existing in the medical and health system, China launched the medical and health system reform. The public's interests are involved in China's medical and health system reform, so people pay more attention about it. However, this reform doesn't achieve the intended purpose. The paper studies China's medical and health system reform on the basis of the theory of policy network. Policy network is a kind of methods and theoretical framework analyzing interest groups and government relations rising in the 1970s of 20th century in west countries. As a concept tool which understanding the relationship between the state and society, it has drew widespread concern and discussion. Through the policy netwok theory, we can analyze the behavior of the main participants and their relationships in the changes in the distribution of benefits. According to the above, the paper analyzes the reasons for the unsuccessful reform. There're four main reasons for this unsuccessful reform: the unknown main objective, the weaks of participation mechanisms, incomplete information and so on. Then gives several suggestions which will make our country's medical and health system reform more effective. In a word, the paper uses the new theory and analysis methods to study China's medical and health system reform. It's a new way and breakthrough for study China's medical reform and solving the problems with a new solution.
