[Objectives]The purpose of this study was to establish a standard corpus of index systems for scientific and practical disciplinary evaluation,explore methods,and develop an information system for disciplinary evaluation in hospitals so as to provide administrators and heads of disciplines of hospitals with theories and effective methods for them to implement scientific and rational evaluation of disciplinary development in hospitals and make scientific decisions.[Methods]The study was conducted in three steps.In the first step,the status quo of disciplinary evaluation in hospitals in China was analyzed by means of literature review, consultation of experts and social surveys.Secondly,the analytic hierarchy process,RSR and overall index method were used to determine the key factors of each evaluation index in a complicated evaluation system, evaluation indexes were standardized,a software was developed for management of evaluation index systems and a standard corpus of evaluation indexes was established;and the Hospital Information System for Disciplinary Evaluation(HISDE)was designed and developed using Visual Basic 6.0.Thirdly,35 departments from one large general hospital were chosen as the subjects to be evaluated.By means of HISDE,Class 1,Class 2 and Class 3 Disciplinary Evaluation Indexes and Weights were formed for basic disciplinary development,discipline talent reservoir development, medical work,teaching and research.Based on the data of evaluation of all disciplines collected and reviewed by means of analytic hierarchy process,RSR and weighted total score,35 hospital disciplines were actually evaluated;and ordination analysis was conducted on the results of the index evaluation and overall evaluation,and the results of the HISDE and those of expert scores were compared.[Results]Firstly,a quantitatively rich,user-friendly,large standard corpus of index systems was established which covers the index systems of ideology,talent reservoir development, medical work,teaching and research in terms of hospital discipline development.Secondly,a HISDE was designed and developed that provides evaluation indexes according to needs,is convenient for data input and review,and provides powerful statistic analysis.Thirdly,35 disciplines of a large general hospital were evaluated by means of the HISDE and classified by means of RSR.Six were classified as disciplines of excellence accounting for 17.14%of the total; 26 relatively good ones accounted for 74.28%;3 poor ones took up 8.57%.Results of the evaluation software and expert evaluation both showed that six disciplines were completely of the same ranks accounting for 17.14%,among which the top three of the total 35 disciplines and the 35thwere precisely the same by both methods;17 disciplines had approximate evaluation results,accounting for 48.57%;12 disciplines showed bigger difference taking up 34.29%.[Conclusions]The Hospital Information System for Disciplinary Evaluation(HISDE), utilizing quantified indexes,has fulfilled the integration of disciplinary evaluation indexes and standardization of data collection,evaluation process and scientific validity,and is capable of replacing human evaluation to a great extent.The results of the actual evaluation of the large general hospital indicate that there exist both strengths and weaknesses in hospital disciplinary development,for which the author has put forward suggestions on disciplinary development. This study has at the same time effectively tested the functions of the HISDE System.This HISDE system has a promising perspective for promotion since it is capable of providing large evaluation corpora,regulating indexes as required,and conveniently adjusting and controlling the weight coefficient of evaluation indexes,adaptable to overall new medical models,flexible for using and forming index systems,and adaptable for multi-discipline evaluation in hospitals of all levels.
