The out-patient department is a hospital service of window way and the most front-line section. Hospital managers face with huge medical pressure, and seek some measures how to admeasure medical resources and strengthen hospital management, develop the ability of existing resources well, alleviate hospital service pressure. These measures raise patient's satisfaction very meaningful. Process decoration, service time and quality of out-patient service are the main factors which influences patient's satisfaction. Aimed at "three grow a short"(namely spending such much time on waiting for registering, treatment and check, patients see a doctor with litter time), waiting for time is one of the main index signs which evaluates patient's satisfaction, influencing total patient's satisfaction greatly. Secondly, in the out-patient department excessive detained patients disturb the hospital management and interfere hospital with cure and service quality. Thirdly, this problem that treatment resources is centralized in city will exist over a long period of time for the city general hospital. To study how to make research better it for satisfy patient's need is worth of realistic meaning. The person's consciousness is the reflection of objective reality. Although the patient goes to doctor to express to a kind of random affairs, his thought is decided by his subjective intention incompletely. The patient decides when to get to a hospital that passes by personal to the acceptance ability of conditions, to the judgment of the out-patient service process, to oneself related benefits on the valuation decides. This kind of personal behavior is hard to be measured, but patient's feeling can be depended on out-patient service. However, out-patient service performance can be objective to be evaluated. The model for a single service section based on Queue-up theory can find out the best idea to distribute the medical resources, but can't analyze the correlation and the influence of each section of the whole out-patient service. Using Queue-up theory, System Dynamics theory and simulation decision and technique, this text analyses the out-patient medical service business process in the city general hospital, to set up computer model of system and simulation with objective description out-patient service process. In the paper the SLAM software is made to set up the simulation model to carry on a research and analyze to out-patient service process, analyzing an out-patient service process characteristic value: time in system, the number of a brigade row, service efficiency and waiting time. Then, on the foundation of this model it is widespread to carry on at present to the hospital of process reformation (reception, appointment) carry on examination, from three aspects: whether lower a patient in system time, the adaptability of patient's discharge, system maximized, evaluating their objectively excellent turn result, provide the instruction for the further reform for out-patient service manages. The research achievements:1) The description of the out-patient service about "three grow a short" isn't careful. First, different patients in the out-patient service process are different to be decided service time by objective regulation. Secondly, patients don't understand how to distinguish cure time and waiting time in medical field.2) In addition to some well-known reason, there is an important reason that both parties can't predict and then cure process in of time length. Then the patients possibly arrive in outpatient department ahead of others, in order to save time.3) With the better reasonable circumstance of the out-patient medical resources, out-patient medical can raise an out-patient service to make patient's satisfaction better.
