| ObjectivesThis study is to find out main problems and the base causes in the present situation of the scale,structure,an overall arrangement and training of Community Health Service(CHS)staff to raise feasible suggestions and strategies.Concrete objectives as follow:1.To discover key factors and the base causes in the allocation of CHS staff in Liaoning Province.2.To explore the major influence of the allocation community health human resources.3.To raise reasonable strategies to fit the situation of Liaoning Province.Methods1.Document methods:Mastering studied and analyzing methods,to find out the history of CHS and the allocation of community health human resources,the background of the policy,the situation of systerm development and the progress of study by reviewing related documents about home and abroad.2.Sample methods:According to the situation of the development ofeconomy to select 9 cities:Shenyang,Dalian,Tieling,Liaoyang,Fushun,Chaoyang,Dandong, Panjin and Benxi.Choice 3 CHS centres to investigate from each city.3.Survey methods:Quantitative survey(questionnaire)and qualitative survey(indepth interview,focus group discussion and nominal group discussion)methods were applied.4.Analysis methods:Quantitative data were analyzed with statistical description and qualitative data with categorizing analysis.ResultThere is 0.82 CHS staff in every thousand coverage people in Liaoning Province. The comparison between clinicians and prophylaxis doctors is 9:1,the comparison between doctors and nurses is 1:0.9.Most people graduate from professional schools, their professional post mostly are junior or middle ranks.The greater part of people are in 30~50 years old.The quality of CHS staff in the province is almost equal.The coverage rate of trained staff was 18.8%,the coverage people obtained certificate was 9.8%.The trained coverage rate of CHS centers is 66.6%.47.1%CHS centers are competent to be engaged in training.And there are 71.1%CHS centers which send managers to accept training.Conclusions1.The community health service in Liaoning Province was established essential scale.But realizing "the inregrating six functions into one of" is much different among cities.2.The structure of CHS staff was not reasonable.3.The CHS staff were eager to learn more about the CHS,for their knowledge in these field was limited.4.The staff of CHS was not satisfied with their current situation,so the team was not very stable.5.The rules and regulations on the staff's construction was underdeveloped. |
