First, the government must transform the thought idea and support the city community health service through the formulation of perfect laws and policy and the reasonable regulative health resources; Second, establishes stable government investment mechanism, simultaneously opens up the fund raising channel of community health service organization, and integrates the city community health service into the scope of society medical insurance; Third, raises the massive qualified medicine staff to satisfy the demand of city community health service; Fourth, conform community resources and strengthen the sustainable development stamina through community construction and the inhabitant.
