Objective: To analyze the fariness of health resource allocation of general hospitals and TCM hospitals in Guangzhou. To discuss the impact factors of hospital efficiency, and to provide evidence for the formulation and implementation of district health planning and allocation of health resources of Guangzhou.Methods: The health resources of the general hospitals and TCM hospitals in the 12 districts of Guangzhou in 2006 were investigated. The distribution of health resources were analyzed by descriptive statistical methods and rank sum ratio was applied to comprehensively evaluate the hospital efficiency; The fairness of health resources disposition was analyzed by Jini coefficient. The influence factors of hospital efficiency were analyzed by qualitative methods.Results: (1) The allocation of health resource was unfair: there were 13641(32.41%) medical workers, 9987(29.89%) beds and 58(29.74%) major medical instruments in Yuexiu district. (2) Analysis of the hospitals efficiency: the efficiency of Huadu district people's hospital and Huadu TCM hospital were the highest among the second class hospitals, the efficiency of Guangdong Provincial Second people's hospital, Guangdong Provincial TCM hospital and Guangzhou University of Chinese Medicine No.1 Affiliated hospital were the highest among the third class. (3) The fairness analysis show that the jinni coefficient of medical workers, hospital beds and major medical instruments were separately 0.76, 0.77 and 0.79 on local geographical area resource distribution.Conclusion: The fairness of the health resources distributing in Guangzhou were poor according to geographic area resource distribution. The quality of physician and efficience of beds in the general hospitals of the first class need to be raised. The geographic position, affiliated relationship and the situation of medical facilities were the influence factors on hospital efficiency.
