China is a large developing agricultural country. Agriculture, rural and farmer are the major issues which affecting China's economic and social development. There are no national developments without the development of agriculture, and the stability of nation depends on the stability in the rural areas. The foundation and development of Chinese rural cooperative medical-care system, which can not only makes farmer survive and achieve equal rights for medical treatment, but can also improves the national health conditions, efficiency of health services, and the quality of life in rural areas. Obviously, rural cooperative medical-care system, as an important component of the social security system in rural areas, has the immediate and long-term significance to the stability and sustainable development of rural areas.In view of this, I choose the New Rural Cooperative Medical-care System (NRCMS) as the subject of my Master's thesis. First of all, on the basis of elaborating the background and significance of establishing and improving the NRCMS, the paper uses public goods and public finance theory to discuss the basic theory of this paper. Secondly, on the basis of reviewing the traditional rural cooperative medical-care system, the paper puts emphasis on analyzing the reasons of the system declined and prospered. What is more, it draws lessons from history and gets apocalypse for the NRCMS. Finally, on the basis of discussing and analyzing the problems exposed during the process of the NRCMS implementation, considering China's current national conditions, the paper gives some fiscal countermeasures of improving the NRCMS from perspective of public finance.
