The Demonstration Of Hubei Public Health Expenditure Under Public Finance

Public health expenditure under finance, as a kind of public welfare expenditure, has welfare nature in a certain sense and it is of much significance to a country's ecnomic growth, people's state of health, the quality of human capital and social equality.some realistic problem such as the divergence of the level of pulic health service between urban and rural area, and the frequent erupt of public health emergencies, are all closely associated with the structure, scale and performance .My paper includes next five parts. the first part is introduction, by introducing the definition of public health and public health expenditure under finances to lead interrelated theories of public health expenditure under finances and the research situation from foreign and domestic scholar. the second to the fourth part will make demonstration for scale, structure and performance of public health expenditu-re under finances, then to summarize and evaluate them. the fifth part, according to the problems from above three parts, I raise some countermeasure and proposal for public health expenditure under finances.The main way of my paper is: by demonstrating the scale, the structure and the performance under the public finances to make the basic evaluation to hubei public health expenditure ,and bring countermeasure and suggestion from some aspects: public finance, establish the pe-rformance evaluation system and so on.Firstly, I analyze the scale of Hubei financial public health expenditure from two aspects: absolute scale and opposite scale. generally speaking, although hubei bring more investment to the health, the f-inancial public health expenditure do not increase parallely. Second-ly, by researching the using structure and the distribution structure I can find something unreasonable and unscientific. Finally, to draw into the performance evaluation system of the public health expenditure, I make hubei medical institution's capital occupating coefficient and maternal mortality rate as the index and find that during 1997-2007, hubei financial public health expenditure has a high performance, but the improvement effect can not compare to some developed areas totally, it's public health enviroment has to bu improved. As the writer,I suggest that the government should ensure their responsibility on the public health ; the scale and the structure of public health expenditure should be fixed, add more capital to the public health, especially to the rural areas;increase the transfer payment to dreduce the gap between the urban and the rural;make a reasonable performance evaluation system of the public health expenditure to increase the efficiency and the equlity,to bring about better public health enviroment and more convinient medical treament.
