| The Community Health Centers (CHCs) in China provide people the primary healthcare service, and thus the location and allocation of the CHCs have a great impact on the equality and efficiency of social healthcare system. This thesis developed an optimization model to determine the best location and number of new CHCs in the objective area, as well as what services each CHC should offer at which capacity level, trying to support the decision making of the government in CHCs network planning.First of all, a universal mathematical programming model is developed to plan the CHCs network in a certain area, considering the budget, distance and service capacity constraints. Then Haidian District of Beijing City is taken as example to verify the universal model, where logistic regression is used to estimate parameters such as the need of people for CHCs'service in Haidian District. In Compare to the current CHCs network, the result of the optimization model achieves improvements of over 20% in all measures. Further more, the initial optimization model is modified to adapt to the feasibility as well as policy consideration, which keeps all the existing CHCs and locates at least one CHC in the rural area. This solution is the easiest to implement and also highly enhances the equality as well as efficiency of social healthcare system.Sensitivity analysis is also made to determine the impact of change of important parameters to the planning result, in order to help the decision making of the policy maker. |
