Construction Of Evaluation Index System For Basic Scientific Research Achievements In Medical Science

With the increase of governmental investment in basic scientific research, the evaluation of basic scientific research achievements has become a hot issue that attracts the attention of governments, S & T administrations and S & T policy researchers in different countries. Since the basic scientific research achievements have their own characteristics in comparison with the applied scientific achievements, it is necessary to establish a rational, objective and impartial evaluation indexe system for basic scientific research achievements.Through systematic literature analysis, informal discussion with experts and the using of AHP, the indexes were decided and their weigts were determined. The established system of evaluation indexes was verified by the Chongqing municipal awarded projects in 2005 and proved to be reasonable and feasible.The result of this research is expected to provide a new evaluation method for the S & T administration in governments and a reference for those who are responsible for S & T management.
