Health inequality means that inequality state and risk factors in health or health service between man and man or group and group which is unnecessary and avoidable. The unreasonable inequality is health inequality. We can find out health service and inequality state in health between man and man based on researching equality of health and health service,accordingy to excavat the influencing factors which generate healith inequality.Firstly,the definition,connotation,evaluation standard and influencing factors of health inequality were introduced in this paper.secondly,by comprehensive between 5 kinds of health inequality measurement according to three conditions should be satisfied in health inequality,conlutions show that only the concentration index and inequality slope index ,which can supply theoretical basis for selecting suitable measuring index. Thirdly,The paper deduces analytical expression (4.8) of Gini index and (4.10)generalizedGini index and(5.2)concentration index and (5.4) generalized concentration index based on general preference foundation of health inequality ,and also obtain welfare function satifying general condition or particular condition; forhtly, choosing the maternal mortality for health index,using concentra- tion index measuring health inequalitydegree about China'sMiddle, East, west from 2000 to 2005.conclution shows that health regional disparity relatively obvious in china, economic development level difference is the important influence factor of health inequality,then gived some related policy suggestions reference for health care reform making reasonable and feasible policy suggestions.
