The Status And Evaluation Of The New New Rural Cooperative Medical System In Changsha-Zhuzhou-Xiangtan Area In Hunan Province

Objective: To investigate the work of New Rural Cooperative Medical System in six counties of Changsha-Zhuzhou-Xiangtan area(Changsha county, Wagcheng county, Yanling county,Chaling county,Xiangtan county,Xiangxiang city),explore the status of New Rural Cooperative Medical System,analysis and evaluate the effectiveness of the area's project,founding out the existing problems and providing the thereunder of desition-making for the New Rural Cooperative Medical System.Methods:According to research purposes,acquire database from Hunan New Rural Cooperative Medical System network database(Oracle relation database),and transfer it into Excel. Afer that,processing and verification the data. Verification includes the correctness and completeness of the data.Computer inspection includes: computer database checking,missing values cheking,outliers cheking,data caculation checking,important logical relationship checking.Manual inspection includes:according to the results,some suspicious data would be checked by manual or by asking relevant personnel.Adopting SPSS 13.0 and Excel statistical software to analysis and evaluate the data from six counties of Changsha-Zhuzhou-Xiangtan area. Then adopting RSR and TOPSIS to make a comprehensive evaluation of New Rural Cooperative Medical System in the area.ResuIts:First,the ratio of the famers in six counties of Changsha-Zhuzhou-Xiangtan area was above 70%.Second,the benefit tatio is relatively low,the retion was about 5%.Third,the average hospital costs and the average days in hospital of the farmers in six counties of Changsha-Zhuzhou-Xiangtan area are both highest in province hospital.Fourth,the average days of redeem is relatively long,about 40 days.Fifth,the patient to be in hospital in six counties of Changsha-Zhuzhou-Xiangtan area are almost in the town clinics. Sixth,the results of RSR and TOPSIS analysis show that Changsha county and Xiangtan county are the most effective in implementing the work,but Xiangxiang city is less effective and their work should further strengthened.Conclusion: First,the ratio of the famers in six counties of Changsha-Zhuzhou-Xiangtan area was above half of the population. Second,the benefit tatio is relatively low. Third, we have to control the medical fees. Fourth,we have to improve the efficiency of the cost department of the New Rural Cooperative Medical System. Fifth, It shows that the farmers choose town clinics when they get illness. Sixth, the results of RSR and TOPSIS analysis show that Changsha county and Xiangtan county are the most effective in implementing the work,but Xiangxiang city is less effective and their work should further strengthened.
